Since 2020, we have conducted wastewater analysis for the UK Ministry of Justice (MOJ) and Her Majesty’s Prison and Probation Service (HMPPS). The initial purpose of these sampling projects was to identify COVID outbreaks in prisons and remand centres. This was of utmost importance as the analysis revealed outbreaks two weeks before individuals exhibited symptoms, enabling MOJ/HMPPS to take necessary measures such as facility closures, quarantines, staff changes, and to implement further protective measures for prisoners and staff.
The motivation behind this project was the significant disruption to the UK justice system. With restrictions in place, individuals were unable to leave or enter prisons, attend court hearings, or visit police stations. Considering there are more than 10,000 individuals on remand in prisons across England and Wales, the government has a duty to ensure the safety of everyone within these establishments.
Starting in December 2022, the sampling project was adapted to include the detection of illicit substances, prescription drugs, and non-prescription drugs.
The implementation of wastewater sampling greatly contributed to the improvement of the justice system by allowing for the safe transportation and transferring of prisoners and entering and exiting of staff to and from custodial facilities.
